As tax collector of Ravarra, a huge responsibility rests on Sato. Without taxes, society just wouldn't work. Therefore, it's his duty not only to collect taxes, but to bring the ones who try to evade paying taxes to justice and punish them for such a felony.
This society would have been perfect if it weren't for those people who continuously try to undermine it with their irresponsible behaviour. As a perfect example of this, Sato found out about a dirty fleabag who hadn't paid his taxes for years. Yet, when arriving at his place for the arrest, he appeared to have fled.
But justice would prevail!
Triskellian officials reported that the delinquent fled to their city, and after a period of unfortunate bureaucratic resistance (even officials, who should know better, can be so irresponsible), Sato finally managed to obtain the warrant which would enable him to arrest the culprit in Triskellian. He would show Triskellian just how they managed things in Ravarra!
